Decimals count?

I got a 29 composite, was hoping my essay would bring my reading up to a 30(got a 29) but I got a 10 and it stayed the same. If my reading was a 30 my composite would be 30.

My real average was 29.25, I was wondering if colleges look at that and see it as greater than someone with a 28.5 but got the extra rounding.

If I had the exact same credentials as someone else but my score on the ACT was .75 higher than my "competitor" would colleges take that information into account?

colleges receive your individual section scores, so yes, your 29.25 will look different from a 28.5 because your section scores will be higher.

Writing does not affect the composite no matter what.
