Declaration of finances

<p>Schools require this form, but I don't get it, do we have to fill it when applying(even if we are applying for FA) or do we fill it AFTER we are accepted? And especially for schools where the only aid there is is merit scholarships, or do we just send the usual forms (CSS, FAFSA etc.) without filling the declaration?</p>
