Would there be a difference in chances of being admitted by applying and declare a major, in say International Relations or Undeclared?

Perhaps for engineering or something like that but IR and undecided.....NO

Thanks, I think I worded my question awkwardly, but what I meant to say is, would there be any difference in declaring a major (possibly in a somewhat popular major) or not?

yeah, if you're declaring undecided, then you will be put in the College of LAS, which includes most majors. But if you're interested in Business, Engineering, Theater, Cinema-TV, etc., then those are separate schools within USC to which you are admitted.
