Declaring Residency

I was wondering what the siutation is for being considered a resident. For example, I live in Texas but if I went to Penn State could I say I lived with my aunt in Philly after the first year? What if I was living in an apt. outside of the campus or something? I was just wondering, because I always thought if you were non-resident the first year then you're always non-resident.

I believe you'd have to establish residency somehow, maybe get a job and definitely show a place you're living, but I'm sure it could be done.

It is highly unikely you could change your status. If you read the guidelines on the PSU website you must be in the state for 12 months previously to registering for a purpose "other than educational" . They also consider a student under 21 to reside with parents. Most schools have gotten very strict on establishing residency in the last 10 years. Sorry.
