You should decline it, that would be nice of you to do so.
Is it “necessary”? No However it is the nice, helpful, and mature thing to do. If my kids did not reply to a school to which they were accepted I would disappointed in them. It takes about a minute to do … and in return the school can close your application, it may help a kid on the waiting list, and it could save the school money (if they reach out to students from whom they have not heard). Isn’t being a good “citizen” of the process worth a minute of your time?
