Deferral Policy of Columbia

<p>Hello, I am a freshman at Emory, considering to apply to:
Columbia University: Columbia College
University of Pennsylvania, Arts and Science</p>

<p>After submitting Part 1 of Columbia's application, I found out a policy for transfer students that seems to be dangerous for me who is applying two schools at the same time. It is called Deferral Policy.
According to Columbia, the policy states that:</p>

<p>DEFERRAL POLICY
The University does not permit students entering
as transfers to defer their offer of admission.</p>

<p>Does it mean that I have to go to Columbia if they accept me? Does Penn have a similar policy? My first choice is Penn, so I feel uncomfortable with it, although the acceptance rate of Columbia for transfer students is lower than 10%.</p>

<p>it just means if you get into columbia, want to go, but want to wait a year before you start classes, you can’t. you are in no way obligated to accept columbia’s offer.</p>
