When you apply in an early round (ED, SCEA) and you are not accepted, you may be deferred. This means that your application will be reviewed again in the RD round and you’ll get a decision then. Think of it as “we’ll decide later”.
A WL decision means that the school has accepted all the students it plans to BUT if after all of them respond (starting in May for most), they find that they have space, they will admit students from the WL.
It is possible to be deferred then WL. (Speaking from experience!)
