Delete ACT scores?

The ACT website it states "If you would like us to delete your scores for a particular test date from our records, you must request it in writing. Provide us with your name and home address, and we will mail you a form to complete and return to us. We will then permanently remove your record for that test date from our files. All scores from that test date will be deleted."

Does this mean even after I see my scores, if I am unhappy with it, am I able to delete the score without penalty?
Also, would leaving a below par score affect my chances of getting into colleges like UPenn that require all your scores, or not make a difference if I already have a good SAT score? Thank you!

I would ask ACT just too be sure, they’re good with customer service. Also, it that is true (which it sounds like) then it would help. I mean getting a 33 on your first try (or so it appears) is better than a 27, 29, 31, and then 33. I think they say they only look at your best score, and highest subscores, but I find that hard to believe. So unless you did amazing in one subscore in a test, then it would help.
