We went through nightmares getting SAT accommodations for our S who has ADD. The first time we applied we were living overseas and his school didn’t have a clue about helping with the paperwork. The College Board was no help at all, kept sending us around in circles. Fnally we gave up and moved back to the US (though not for this reason alone!) The good news is, when we tried again in the US he was finally approved for accommodations! If it’s true that ACT requires proof of 3 years of accommodations beforehand, then I would definitely try SAT, because they did not require this, in our case there was only 1 year. Good luck, I know it is terribly frustrating.
