I got a 1090 on my SAT my first time, with scores of 640 english and 450 math, and 18 essay. The second time I took it, I got a 1030, with 640 english, and 390 math with 19 essay. I sent my second SAT score already to all the schools I want to go to, which include SFSU, SJSU, UCSC, CSULB and SDSU. What do i do??? I’m so lost rn because I’m scared I won’t be admitted to any of these because of my second sat score, which is way worse. I also got a 24 on my ACT.
My GPA is a 3.25, and i’m trying to get in for business.
Can you afford a private test counselor? If so, I highly recommend working with this professional to put you on a game plan on how to improve your scores. If you are a senior it may be a little late. The other options are lower your school selections or even go to community college for two years, get your GPA up and you can more easily get into your colleges of choice. It’s also a lot cheaper route!
UCSC, SJSU, CSULB, SFSU all accept up to the December Sitting for the SAT/ACT.
SDSU only accepts up to the November Sitting.
The Cal States will superscore your SAT but if you look at the conversion for your 24 ACT, it translates to a 1160 SAT so I would send your ACT also.
The UC’s take the highest score from a single sitting so even if you sent the SAT scores, send your ACT and report that on your application.
UCSC does not have a so called “business major” nor they have a Business schools. Based on your GPA and test scores only UC Merced might be an option when you apply. UCSC would be a Reach.
SFSU and SJSU look like your best CSU options. SDSU/CSULB are going to be out of reach with your current stats.
@socaldad2002 gave you a good suggestion in trying to get a tutor to up your score but I would focus on your ACT instead. Even with a high ACT, SDSU/CSULB and UCSC will still be out of Reach.
I would look at Sac State, Sonoma State, Dominguez Hills along with any of the other CSU’s where Business is not impacted.

Also the CC to UC or CSU transfer is another pathway to get you to your goal.

My concern for OP is that his/her current test study plan is not working. If the tests are taken again this fall, what are the odds of improvement?
I agree with you @socaldad2002. Since OP is concerned about their scores, something needs to be done and their ACT is higher than the 2 SAT scores, so maybe refocus on the ACT. Other than SDSU, the rest of the schools will accept the December ACT score so that gives OP over 6 weeks to prepare.

The non-impacted campuses would make good safety schools if they offer your Business major so San Francisco State, Dominguez Hills, Bakersfield, Stanislaus, Channel Islands. There are many CSU’s where you have a good chance for an acceptance and all CSU’s do offer Business majors unlike the UC’s.

Only exceptions are SDSU and SLO which no longer give local preference.
i wouldn’t waste the time and money for test prep. I don’t mean to sound harsh but with a 3.25, (a B+ avg and mothing to be ashamed of) most of the UCs are really unlikely - even if you had a perfect SAT/ACT. That’s fine because there are still several CSUs that would LOVE to have you - with your current score.
CSU (not SLO) admit based on an eligibility index - they combine your CSU GPA and SAT or ACT (the formula is CSUGPA * 800 + SAT). With a 3.25 and 1090 your index is 3690.- read about it here:

SDSU for Biz, you need to be comfortably over 4100 - that would require 1600 SAT which is REALLY unlikely. CSULB has crept to around 4000 - which equates to a nearly 1500 SAT … same deal. Fullerton and CPP are looking for 3900 - which you could hit with a semi-attainable 1300 on your SAT.
SJSU is the only campus that posts last year’s threshold by major. You’ll you will note that variations within the broader Biz category. For General Biz it was 4000 - for Biz Mgt it was just 3500.

I should caution that these change year to year, sometimes significantly. The variability makes it really hard to call this school a match or safety. I believe they still consider an alternate major so, choose a related but less competitive major as your alternate - perhaps Econ - which will have a lot of cross-over for the first year or two.
As @gumbymom notes above, the non-impacted CSUs where Biz isn’t impacted are your safest bet - SF is a very good candidate. I’d round out your ap list with a couple of semi-selective CSUs. Sac and Sonoma in particular. have good programs. Others to consider Chico and Northridge where, you are on the bubble - here 20-30 more points will give you a margin of safety. (they typically look for 3700)
There are LOTS of great options open to you.

As Gumby and others have said, go forward with just your ACT, I don’t think the UCs or CSUs require you to send all the tests you’ve taken, so self-report the 24 on the app, and decide if you need to retake the ACT in December based on the info given in the thread. If you retake, you’ll have to send both when you get the results.
