Difference between out of state and in-state

How much weight do they put in your location? How much do they reserve for only in-staters?

We do not put any weight on location nor do we reserve spots for only in-staters. Our process is a two part process.
1) Minimum eligibility: Please see http://www.universityofcalifornia.edu/admissions/undergrad_adm/paths_to_adm/freshman/state_eligibility.html for the minimum requirements. Please note the differences for non California residents.
2) Selection: Most campuses are selective campuses and will have their own process to select the students to admit. If any student meets the selection criteria they will be admitted regardless or residency status. For an example of the selection criteria for UC Davis please see http://admissions.ucdavis.edu/admissions/fr_selection_process.cfm
