Hello all,
I have applied to all the UCs except Merced and Riverside. Although I am not an American citizen, I have lived in California for 9 years. I have applied for the green card and its in the last stage. Will I be considered OOS, In state, or International?
I have heard from various people that I am considered for OOS admissions and In state tuition.
I have also heard from others that I am considered for In state admissions and OOS tuition.
I tried calling the UCs, but they don’t seem to pick up my call.
If any of you have any advice or info on this, could you please help me?

If you completed at least 2 years of high school in CA, then you’re in-state for admissions. But since you’re not a citizen or have a green card, you’re likely OOS for tuition. Where do your parents live and work, and what’s their citizenship/green card status?

Call the school and ask! You can use a make up name.

If you graduate from a California HS, you will be instate for admissions; however, as a non-citizen you may be OOS for tuition. If your parents have not filed US taxes, its more than likely that you will be admitted, but at full costs. You are currently not eligible to file a FAFSA application.
AB540 students are not charged the non-resident supplement when they graduate from a California high school with three years of residency. Students with similar stories can reach out directly to the campus contacts provided above for more information.

Here are a couple things about me:
- I do graduate from a California High School.
- My green card will take about a year. (Parents highly discourage a gap year, and I don't like it as well)
- Parents live and work in California.
- I don't qualify for an AB540 Visa.
- I can't fill FAFSA, therefore I can't fill Cal grant.
- Parents do file US taxes every year.
This is what I understand from the responses above:
- IN STATE ADMISSIONS
- OOS TUITION
However, I will double check from the UC’s as soon as I hear a decision from them. (No point in asking a UC about my condition, if I get rejected.)

AB540 is not a visa, and it sounds from your description that this applies to you.

I hold a H4 visa. I cannot apply to AB540 in my condition.
