differing course options for high schoolers?

I'm wondering how colleges judge how rigorous student's course loads are.

For example, I go to a competitive high school where we are not allowed to double up in departments (english, math, etc.), or take any Honors or AP classes freshman year. Many AP classes here are also reserved for juniors and seniors.

So a course load from my school would look far less rigorous compared to a course load from a school where doubling up is allowed and there are many more options for APs in 9th/10th grade, wouldn't it?

You obviously can’t take a schedule more rigorous than what’s available or what’s allowed. What matters is which box the counselor checks off on your recommendation form, as well as what’s presented on the school profile document that every high school produces each year and also submits with your transcript.
