Difficulty of changing major in your school?

<p>I just opened my applicant webpage (the portal thing) for the first time, and i noticed that it only says the major im applying to, not even the school. Does Penn admit by major or by school?</p>

<p>And this suddenly just made me want to know, how hard is it to change your major in your school? Itd suck if your major was binding for some reason...</p>
