I’ve read a good bit about TAG and the contracts that come with them.
What I haven’t read anywhere however is the difficulty in getting one in the first place. Does this mean it’s rather easy to get a TAG provided that you attend a college in California and you maintain a GPA of 3.2 or so?

TAG works as advertised. They tell you exactly what you need to do (GPA and classes). The GPA threshold varies by campus and major. You do your part, they will do theirs.

Here’s a cheat sheet from UCD.
and a FAQ

You need to attend a CC in CA, have above 3.2 GPA, and if needed, fulfill specific classes.

Great clarification - about a California CC. The GPA threshold varies by major and UC and can change year to year so, contact the school you want to TAG to and get the requirements for your situation.
