Just wondering, when you see a summer program that seems to target "diverstiy," what exactly does that mean? I am wondering about TASS Sophomore program or the CMU Pre-College Diversity program. It seems that "diversity" would largely cover lower-parental income families, or less-represented ethnic groups (African-Americans, Native Americans)... have I got that right?

Would it be out-of-line to apply even if one did not fit those particular categories?

The TASS program is targeted not toward "diversity," but specifically toward African-American kids. (The program description also says something like students from "other historical minorities" and students interested in Black studies are encouraged to apply.) All the seminars offered are typically related to African-American studies or ethnic studies in some way. The program was created in the 1990s in response to realization that the Telluride Association was lacking in "diversity", and to kind of act as a feeder program to remedy that. The vast majority, but not all, of the 48 kids who get admitted are Black. Non-Black kids who want to be there, however, can certainly apply and get in.
