<p>Did you look at the links? A lot of the scholarships do not mention SATs/ACTs at all-- just class rank. I do think Twin Cities is the iffyiest because it’s the most expensive of the Minnesota options and he has no guaranteed money to go there, but it is probably worth a shot. These schools would give him some affordable options-- even possibly an out-of-state no-loan option.</p>
