Do ACT score cutoffs change?

I took a practice ACT English test and got 69 out of 75 correct. According to the packet I have that's a 32.
My question is whether 69 points would get me a 32 on every ACT or if it changes. For example, could 69 points be 31 or 33 on another test?
I tried searching the internet but wasn't able to find an answer to this, so maybe I phrased it incorrectly.

Also, a side question, have any of you used Cracking the ACT by the Princeton Review, and if so, would you recommend it?

Thanks,

-6 is usually a 32, however on test 71C it was a 31. Great score.

@Eberk24‌ Yes, that is what’s referred to as a curve on CC. The ACT has predetermined curves for each section based on the difficulty of it’s questions, this is designed to make every ACT test standard, so if one section is deemed to be harder on one test, it will have a better curve giving you roughly the same score. So yes, it is definitely possible for one test to get a 32 or a different get a 30 or even 34 for the same amount of questions answered correctly. As for the book you use I wouldn’t know, I use the red book, “The Real ACT”. I’m a senior and just got a 33 in September so I’d say it’s been pretty helpful.
