I am a current junior in hs and I scored a really high score on the ACT but I have to take the SAT as I got a 224 on the PSAT which will most likely get me National Merit Semifinalist in my state. As such, I was wondering, if I get a lower score on my SAT than my ACT(converted to SAT), do I still have to send that SAT score as well?
You only have to send it to schools that require all scores (I think Georgetown and UPenn are among those schools). Look at each schools web site to see.

I believe that a few schools require that you send all standardized testing but they are few and far between. Just read what is required for each school you apply to.
