Do colleges look at HIGH SCHOOL GPA or COLLEGE GPA?

Hi guys I am a junior in high school and halfway being a senior in high school. Just wondering, do colleges look at HIGH SCHOOL GPA or COLLEGE GPA at weighted and unweighted. My Weighted HS GPA is 3.22 but It will be higher after this spring semester. My Weighted college GPA is a 2.76 but will be at least a 3.0(HOPEFULLY).

And when I apply for college in November of this year I plan on attending colleges that are close to home. At least UC Davis. But UC Davis has an overall GPA of a 3.8. Now if I get a 3.7 HS GPA on my transcript. Will they look at HS or COLLEGE? And If I get a 3.0 college GPA would they still consider accepting me even though my GPA didn't meet their requirement and even though I passed the minumum units for UC Davis and exceeded the UC language requirements and even though I am a first generation college student. Will they look at all that and ACCEPT ME? I AM WORRIED MAN. I WANT TO GET INTO UC DAVIS AT LEAST. I DONT WANT TO GO TO COLLEGE FAR AWAY FROM HOME. Next year in my Senior Year I will be taking my 4th year of Spanish. WIll they consider that? And also I've joined enrichment programs such as AVID and the California Scholarship Federation. WIll they also consider accepting me even though I took College classes at a community college to make up D's in my "a-g" courses. HELP ME OUT PLEASE!!!!
