Do colleges look at where you're from or where you're applying from?

SO.. I'm just wondering.. do colleges look at where you're from (the country or area) or where you're applying from?

I looked at Georgetown's Class of 2016's profile and it was distributed by geographic areas but Harvard's class of 2015's profile was represented by the countries the students come from.

So which is more important? Would a Korean applying from Mongolia have a better chance than a Korean applying from Korea?
Or perhaps a Chinese applying from Laos rather than from China? Or is the Korean looked at as part of the Korean app pool?

Each place sets its own policy about this. You would need to ask each of them separately.

I second happymomof1. Sometimes admission sites will implicitly show you that they emphasize geographic region or international students by their data organization. Other schools (often public institutions getting state money) may or may not explicitly tell you that they prioritize in-state students before considering other applicants. Or conversely, their data may show an even distribution among in-state and out-of-state. It depends on the school.
