Do grad schools keep you on file if you're rejected?

I was rejected from Columbia and waitlisted at JHU this year. However, Columbia's letter was very encouraging (asking me to reapply after I complete econ classes), and I am happy to have been waitlisted from JHU (because it's better than being rejected), too.

In the end, though, I've decided to go to American. What I'm wondering, though, is if I decide to apply to Columbia or JHU in two years for Ph.D studies, will they still have my Master's app on file? Will that play any role in my admissions process? Will they see, for instance, my statement of purpose or the previous letters of recommendation?

While your application will be kept on file in the department, it will likely not be retrieved when you reapply.

The only materials that might possibly be retrieved (and probably only if you request this) are those kept on file by the Graduate School (GRE scores and transcripts).
