Some fine arts classes I have taken are all year but give .5 credit each semester and count for two separate grades each. For example, I took AP Music Theory this past year (note that my school has block scheduling) and there were two separate grades: Part A and Part B for first and second semester respectively. I'm just wondering if the two individual grades are calculated in GPA normally or if they're not.

Well I would assume they would be calculated no differently then any other grade. They just won’t weigh as much as a class that 1 credit.
