Do I apply to out-of-state schools as a freshman or transfer if I'm in running start?

I plan to graduate high school with my associates degree (90 credits) through the running start program, and I know that for schools within Washington I need to apply as a freshman but what about out of state? The three out of state schools I want to apply to are Santa Clara University, UCLA, and UPenn am I supposed to apply to them as a transfer student since I would have 90 credits? Or do I still apply as a freshman?

Generally, you apply as frosh if all of your college credit is from before high school graduation. But check each college to be sure.

Just understand that you may not get credit for some/all of that depending how they were counted and the school:

Pre-College and Dual Enrollment Course Work
College-level coursework undertaken while enrolled at the secondary level or in the summer prior to matriculation at the University is considered a part of a student’s preparation for a Penn education. Such coursework is used by the student’s academic advisor to guide placement into appropriate courses and Penn credit is not granted for this coursework. The only exception applies to students who enroll in Penn courses during the summer prior to their matriculation into an undergraduate degree program at the University. Such coursework will be recorded along with credit earned on their undergraduate transcript, which would otherwise start with the fall semester.
