Do I decline my unsubsidized loans/parent PLUS loans?

So I don't want the unsubsidized loans and parent PLUS loans that UCLA offered me (a total of $2300) as I can easily borrow money from relatives instead so I don't have to pay off the interest.

If I decline them, will UCLA just act as if I need to pay that $2,300 out of my own pocket? By declining, the FAO won't send me a new updated EFAN giving me a different amount of grants/loans/etc right? I suppose what I'm asking is, by declining these 2 loans, will it in any way affect my grants or subsidized loans? Or will they just remain the same and UCLA will assume I will somehow come up with $2,300 on my own.

Yes.
