Do I have a chance at NMF?

I have two questions about NMF. I currently have 221 in NY, which means that I've probably got NMSF, but I have some questions about the odds that it'll go up to NMF.
First of all, is it based solely on PSAT scores, or is it possible that a person with higher SAT scores and/or higher grades can get it over someone with a higher PSAT score? Otherwise I'd consider that a 221 is probably impossible.
Also, in high school my grades rarely dipped below Bs, but in ninth grade I did get three Ds. I never have since. These classes were all one period a week classes in the religion portion of my school's dual curriculum. They were tiny I the general scheme of things, and at least one was awarded completely arbitrarily. I plan on figuring this out with the guidance counselor or someone but offhand would this eliminate me from the running 100%?

NMSF is solely based on PSAT score from the Junior year.

NMF is based on many things: SAT score, essay, school recommendation, and grades. With D’s on your record NMF is unlikely.
