Do I have a chance at Transferring into a Tier 1 School?

So last semester I got placed on non-academic suspension at my former university (Tier 3) which placed a huge psychological stress upon me which caused me to fail my finals that semester and have a overall GPA of 1.62.... However I have changed my major as well as transferred to a Community College for the summer semester. So far I have a 4.0gpa at the community college with 24 credits completed. Moreover I was wondering if i would have a chance at the following schools. (I will have 30 credits by the time I will apply to transfer for Spring 2011 admission)

University of Virginia (In-State)
University of Texas
University of Illinois-Urbana
University of Michigan-Ann Arbor
University of Texas-Austin
Northeastern University
Purdue University
Penn State
Ohio State

In high school i had an overall GPA of 2.997, 24 hours of Community Service Sat total 1540/2400 ACT:20
Do I even have a chance at these schools if I can formulate a compelling essay
Or am I just setting the bar waay too high....?

Should I retake the SAT? or ACT?

I don’t know how UVA transfers work (or much about its admissions generally), but I recall seeing that they think anything less than a 650 per SAT section is a bad score. You’re quite far from that. Transfer admissions are usually more difficult than regular admissions, and although you’re doing a commendable job at community college, that college GPA will hurt you a lot. Your chances as an OOS-er at those other publics are slim at best. Northeastern + Purdue, I have no idea. Maybe try the other Virginia public schools?

Would I be a match for James Madison? or should I just sit for the SAT again?
