Do I have a chance of getting into Umass Amherst?

The other I toured Umass and I really liked it however, the admissions person said that the incoming class’ gpa was a 3.9 so now I’m questioning my chances. (I’m also out of state if that worsens my chances I’m not sure)
So Freshman year was a rough year for me, I took all level two classes and got mostly B’s and A-
Sophomore year was a little better with still all level 2 classes and A’s and B+'s
Junior year(this year) I’m taking all level 2 except 1 class with A’s and B+'s
my unweighted gpa right now is 3.48
and weighted gpa is 3.51
my sat scores were very low (1550/2400) (I’m taking them again and trying the ACT) I hope to get a 27 on the ACT
next year (Senior year) I’m taking
Physics (level 2)
Pre-Calculus (level 2)
AP Literature
AP Psychology
Spanish 6 (my fourth year of Spanish in high school)
Marketing

and for extra curricular activities:
I’ve done 48 hour of community service through my church
as well as volunteered at the library and senior center
I play Varsity Volleyball and JV lacrosse
I’m in 2 clubs FCCLA and Perspectives
I’m planning on getting a job this summer

so basically my question is even though my gpa is low will my schedule for next year help that and do I do enough to get into Umass Amherst? or am I likely not going to get in?

Being out of state hurts your chances at most public schools. I think that your stats are a little bit low for UMass, but not impossible. I would do a lot of studying for either the ACT or the SAT to improve your chances. Good luck next year.
