I am a caucasian girl, out of state. My course load is the hardest possible at my school, and I have many extracurriculars, most including leadership, and volunteer hours. I have worked consistently at duke as an RA and veterinary assistant. My school is Quaker so it has no GPA, instead it has written evaluations but mine are stellar. I have a 31 on the ACT. Do I have a chance of getting into Berkeley? If not, what are other schools to aim for. I want to be a neuroscience major and math minor.
Since you are OOS for Berkeley there is no financial aid. Can you pay $60,000/year for 4 years?

There has been political pressure in California, to accept more residents at the UC’s and less OOS students.
With a 31 ACT, and being an OOS student, without a GPA, then your priority is decreased.
Plus, if you are majoring in neuroscience, why would you want to go to a school where your GPA would be negatively affected?

I think that you would have to rely on admission by examination to get into any UC school if you do not have any grades to report from high school. Because of that, your test scores become THE thing (vs. a balance of test scores and grades). As @“aunt bea” says, between your ACT score, no GPA, and being OOS, your chances are not great for Cal. I know that they have a more holistic admissions approach than your typical UC, but I don’t think this is going to be enough. My D got in with a 31, but she also had a GPA that was very high and she is in-state.
Your chances may be greater at a private (which will be at or less than what Cal costs the OOS student) where they may have more flexibility in admissions, and where you college GPA won’t take the hit as much. Being a bio major at Cal is a humbling experience.
