Get those test scores up, a 650 in math and calculus just don’t make sense. Similarly if you can get a 4 on AP Lang, you should not have low 600s SATs. You need to review the more basic math that is on SAT or ACT. Without higher test scores, schools will think your high school is not competitive …
You also need to brush up on math for college (and really, don’t take AP credit for calc if your high school is not competitive, just take Calc 1 and use your high school studies to get an A).
UDel is excellent for ChemE, but that may be a competitive admit. Almost all ABET engineering schools are competitive admits. Any of them will be fine for getting jobs, especially if you do well.
