<p>Okay I’m going to be perfectly honest. Even though you say that Penn doesn’t place that much emphasis on standardized testing scores, it doesn’t mean they completely ignore it. If you have a SAT or ACT score that is dramatically below their average, it will hurt you. Granted, other things on your app such as legacy, recruited athlete, or even URM status could still get you admitted. But unless you have these special conditions, then it’s very difficult to get in. But if Penn is really your dream school, then just apply because you never know. Just be realistic when applying though.</p>

<p>Well, you say you’re an immigrant. So if the reason your ACT score is so low because of English, then usually people take the TOEFL I believe.</p>
