Tell me if I'm aiming too high or any other suggestions you might have

definitely. do you also have a shot at being denied? yes. your confidence is lower than it could be though. i'll tell you now, if you get into vanderbilt, you should accept the offer without thinking twice, but you may be able to get into even more selective schools if that's your cup of tea.

bump the scores up and your chances are greatly improved. i suggest focusing on the ACT and don't even bother submitting SAT scores. shoot for a 32 at least.

contact the golf coach and have someone look at you. while you might not end up as a recruit, that'll help as they always let admissions know of prospects. btw, some of the ivies have horrible golf teams and the same advice would apply there

finally, don't be too tempted to follow the crowd and apply to a million schools. 7 is a good amount. you have 17 now. consider schools that are a good match for what you're looking for and then narrow by selectivity and what not (unless, that is, you're the type of moron that is looking for selectivity in which case god help you but that doesn't seem to be the case). the reason i bring that up is you have schools all over the country with all sorts of different characteristics.

You've got great grades, rank, academic rigor, but your test scores are not in line with those. Fortunately, most schools will consider grades, rank, rigor more heavily than scores but I do think you should retake. You are also a URM, which as we all know gives an extra "tip". Assuming your essays and recommendations are what you say they are, I think your list is accurate. Good luck!
