Even though I have been here close to 10 years and I could speak English better than my native language?

uhh no. i wasnt born here and i took SAT. got 2070 and english isnt my first language so you dont have to. only people i've seen who take TOEFL are like extreme fobs.

nope, and i wasn't born here either. but i did hear that carnegie mellon makes foreign-born people take TOEFL if their CR on the SAT is less than 600. but not for those who were born here (total blasphemy!).

Different schools have different policies. Most schools exempt Toefl if you could manage certain SAT CR scores (like caltech said, CMU exempts Toefl if you have a 600 or above on SAT CR, which is also the same score for many other schools). And some schools don't require Toefl if you have studied in an English as first language institution for more than certain years, for example, U Chicago for two or more years in the United States. And some other schools don't require Toefl scores at all, such as Harvard, Stanford, etc.

You don't have to take TOEFL since you've completed 4-year of HS in the US.

Depends on a college. It is better to check with the admissions office for certainty. Alhtough most of them would tell you not to worry about TOEFL (it is very expensive, too). However, there may be some picky officers that want to see TOEFL as part of the application of every person whose native language is not English.

although it wont hurt to ask officers, i really dont think u have to take it
