【Do I need to take TOEFL for UPenn?】

I am a junior in a public high school, interested in UPenn.
I came to America in April 2010, from China.
Now I'm a permanent resident of America.

By the time I apply to UPenn, I will have 3 years of experience study in all-English environment (all subjects are taught in Englsh).

My problem is, do I need to take TOEFL for my application?
Someone has any idea?

Thank you in advance! =)

[Here is UPenn's admission website, you may like to refer to it: http://www.admissionsug.upenn.edu/applying/testing.php][/url]

NO, if you graduate from a high school where English is the primary language of instruction, you do not have to take the TOEFL.

Thanks, but this statement in their web confused me:

“In addition to the required SAT Reasoning Test and SAT Subject Tests OR ACT with Writing, all students whose native language is not English are required to take the Test of English as a Foreign Language (TOEFL)”

How do you think?

Take sat first, if your sat CR score is above 700 ( i do not know the actual score is, but 700+ is enough), you do not need to take toefl
