I am a sophomore and I am currently studying at an international school in Western Europe, but my native language is not English. Should I take TOEFL in order to apply for colleges in the States?

If the cost of the test is not an issue, it would be in your best interest to take the TOEFL. Some (but not all) colleges in the US will waive the TOEFL requirement given that you have attended an English-medium school; some others might waive it based on high SAT verbal scores. You could get by without TOEFL scores, but having them gives you more options when you decide where to apply.
