I born in Thailand. English is my second language. I got a green card. So, I came to US and studied since 8th grade. I stayed in ESL program (English Second Language) for 4 years. This year is my last year in ESL, and I am a junior. Next year, my mother will take a citizen test to become a U.S. citizen, which means I will be a citizen next year in November. I am not sure if I need to take the TOEFL or not. My SAT score isn't great neither. My English sections were horrible, especially reading and essay part.

Each college and university sets its own policy about the TOEFL. Some will require that you take it. Others won’t. If the information is not clear on the website, call them and ask.

Your written English is still a bit shaky. If you are allowed to take an extra year of ESOL, do that. If you aren’t, you need to read lots of English so that your brain can master the fine points.

Good luck!

Even if it is not required, a TOEFL score would provide context for your SAT CR scores, so I’d advise you take it.
