Do I still have to file the IDOC's Student Non-Tax Filer's Statement? (International)

<p>This is for the College Board's financial aid requirements at some schools. Basically, I had no income so of course I didn't file a tax return. Do I still have to fill out this statement?
I'm international btw.</p>
