USC offers a Major in Fine Arts as well as many Minors in different aspects of Fine Arts (such as painting, drawing, etc..) If I'd like to Minor in Drawing but Major in an unrelated field (Marketing), do I still need to submit a portfolio when applying? I think I don't need to, but I just want to be sure :P

No, a portfolio is not required for a minor in Drawing. The requirements to declare an Art minor are:
[Becoming an Art Minor - Roski School of Fine Arts](http://roski.usc.edu/undergrad/minors/info.html)

You apply for minors after matriculating at USC. The deadlines for Roski are Oct 1 for the following spring semester and March 1st for the following Fall. You do not have to declare a minor to take classes in Roski and you can do so (take a drawing class) in your first semester at USC.

Good luck!
