<p>Usually international students are charged out-of-state tuition fees at public universities. I have never heard of extra charges. If you have lived in the state for a while, you might qualify for in-state tuition depending on the state’s and college’s policy for residency classification.</p>
<p>OOS Tuition, you will not get in-state without permanent legal residence, and even then, your tuition rate is usually based on your parent’s tax home.</p>
<p>Some states allow students who have gone to high school there to be considered in-state for tuition purposes. CA is one of them, though such policies are being challenged in court. Generally internationals pay the same as OOS though health insurance may be more expensive.</p>
