<p>I read both UC Berkely and UCLA transfer guide, and it doesn't specifically indicate whether or not high school transcripts are required for international transfer applicants from Universities outside the US.

The problem is that I am in Korea right now, can’t afford to go back to New Zealand where I graduated high school to get my school councillor to sign the School Final Report form. It is virtually impossible. So cases like mine mean I can’t apply for transfer?</p>
<p>SIR is the Student Intent to Register. It’s the confirmation of an applicant to attend the university after granted admission.</p>
<p>ucla does not require high school transcripts. but ucb does. but they don’t rescind people because of not turning in transcripts like ucsd.</p>

You can still, but you will need to work out a solution to have your high school transcript ready in case they ask for it. Like Ryan said, it depends on the school(s) you get accepted to, and even though not submitting hs transcript may not negatively affect you, they can still rescind you based on that Don’t risk it, try to work out a way to get the transcript. Perhaps contact your hs counselor in New Zealand and tell them your situation, etc.</p>
