I'm wanting to apply to this Industrial Engineering Masters program, but haven't really gained any strong relation with any quant professor. However, there's a spanish professor at my university who LOVES me. Could i still get a letter of recommendation from her even though I want to study Industrial Engineering?

Frankly, a spanish professor’s LOR for a engienering graduate program will most likely have little to no weighting.

If that professor can speak to your academic ability then it can be OK for one of the letters but you do need someone who can speak for your suitability for the subject you are planning to study.

^Ditto above. At least one letter, and preferably 2, need to come from a professor in engineering or a related field.

Letters of recommendation are arguably the most important part of your application so you want them from people who can attest to your abilities in the specific field.
