Do municipal forces actually handle cases (esp. intimate partner violence) better than campus safety

No one can answer a blanket question like this as stated some campuses have there own forces, some use local forces and here it sounds like both responded. Apparently college police and local police were involved and the accused assailant and the alleged victim were both drunk and as most have experienced, tensions can escalate. I think the college kid who called the police did the right thing as he would not have known what was actually going on in the room. Once the police arrived he should have left after he gave his statement or moved away and let the police handle the two drunk students that were fighting.

After arriving on scene, along with Connecticut College Safety personnel, the responding officers obtained information that the individuals referenced in the 911 call were on the fourth floor of the building. While on the fourth floor, Officers had contact with an intoxicated 22 year old female and an intoxicated 20 year old male student who, both after further investigation, were identified as active participants involved in an incident of domestic violence. Both the referenced participants became hostile with Officers during contact and became aggressive when Officers proceeded with enforcement mandated by state law. In compliance with C.G.S. 54-86e, the identity of the 22 year old female student (DOB 02/25/1994) and the 20 year old male student (DOB 01/16/1996) will not be disclosed.

While Officers were investigating the reported domestic incident, a third party, also a Connecticut College student, later identified as Lee Messier, DOB 10/25/1994, began to interfere and exacerbate the situation. MESSIER was directed several times by Officers not to interfere and keep his distance. Despite the Officers’ directives and warnings of arrest if he did not comply, MESSIER continued his interference thus causing further escalation of a situation, which was already at a level hazardous to all parties involved, subsequently resulting in his arrest.
