Do schools look at High School Discipline when considering Transfer Students?

I have a major High School disciplinary action (Expulsion) that will definitely badly hurt my chances of getting into a good school. My plan has always been to go to a smaller CC for my first year or two, and then to transfer to a more major school for my latter two. If I decide to do this, will the school I transfer to still look at my High School disciplinary history? If it does, will it be weighed as heavily as if I was an incoming Freshman?

If you try and transfer after first year they look at your high school record: GPA, test scores and discipline. If you try and transfer after second year they usually do not, as long as you stay out of trouble.

If the expulsion resulted in criminal charges then that must be reported.
