Do the NSLI-Y year programs have a higher acceptance rate than the summer programs?

I know NSLI has a 14~17% acceptance rate but I have heard that the year programs have a higher acceptance rate. Is it because applicants are more serious?

I always assumed it was because many people don’t want to commit to a whole year program. It’s easier to squeeze a summer in without disrupting other interests and schooling.
