Do top UK Universities care if my SAT is 1490 and my GPA is 3.7?

I know the bare oxford requirements are 1470 SAT, and the bare London School of Economics requirement is 3.7 GPA

The Oxford requirements are posted on their website for SAT/ACT/AP scores, so yes, they will care about your SAT score. Oxford never asked to see a copy of my son’s HS transcript, so they had no idea what his GPA was when his offer was made. So my guess is that, no, they didn’t care about his GPA.

It’s fine. It’s not that important.

Your APs will be much more important.

And your admissions test if your course has its own Oxford test like the MAT.
