<p>The UCs do not guarantee to meet financial need for any student. There is some decent need based funding for instate CA residents in the form of the Cal Grants. BUT these are not awarded to OOS students at all. </p>
<p>The likelihood of your student getting significant need based aid as an OOS student at a UC is very small. Their first obligation is to the students who are residents of CA. Even those students are taking a hit as the state of CA is having significant financial issues.</p>
<p>If your student is applying to a UC, the most they are guaranteed to receive is what they would be eligible in federally funded need based aid…Pell Grant if eligible (EFC below $5500) and stafford loan. Those would be a drop in the bucket towards the OOS costs of attending a UCLA or UCB.</p>
