Do UC's consider non-transferable courses as EC's?

I have a lot of Non-UC's transferable courses on my transcript. A lot of them were personal development type stuff and things I am proud of (not to mention I did well in them) and I want to be able to show that on my application. Will they consider these as Extra Credit things?

I pretty much have about thirty units of non UC-transferable courses in Music, Art, and Technology.

No they will not count that as EC's but they will see that you have taken those courses as they review your application. Also if these classes are important to you and you want to let the reviewer of your application to know how important and developmental these classes were to you you can always talk about them in your personal statement on the application.
