I read on the UC website they give more priority in acceptance to in state residents then out of state residents. Then I read an article that said that they give more priority in acceptance to out of state students since they pay nearly twice as more.

So which one is it? Who will they likely to accept if 2 students have identical stats but one is in state and one is out of state?

To be blunt, UC’s like OOS students because they pay more. There is an additonal $23K/year for OOS tuition, so UC’s like Full-pay OOS students to help with their budgets. UC’s accept more in-state applicants since they are funded by California taxpayers, but being a Full pay OOS student will give you an advantage.

Priority is given to instate residents. That’s why there are so many more. They adjust the amount of OOS state they let in based on how much money they need. Lately they are accepting more students total so they can let in more OOS to get the $$$. It is likely means little as far as your own personal application. There are really 2 pools of applicants, instate and oos. You are going to be compared to instate students and they will fill in as many as they have slots for. They are not going to compare an instate student to an international student, those are going to be compared against each other.
