Do US Universities hold different standards in Extracurriculars for students from different regions?

Is it true that US universities compare applicants with others from their region? For example, I am an African student, and I don’t really have many opportunities for achievements outside the school. I read many of the profiles of Ivy league admits and they have all done research with a university professor or done internships or won some regional awards. I don’t really have any of those available to do. would this make my application weaker or anything? I have high scores compared to students from my region (1480 SAT and 800 in Math2 and Physics SAT IIs) do I have a chance at Ivy leagues with this lack of Extracurricular achievements?

Personally, I doubt that colleges give too much consideration to regional variation in opportunities. That’s virtually impossible to do when one admissions person is supposed to be the expert on an entire continent. (It’s not just a country A vs country B thing. I grew up in a rural area. I had no idea that competitive sports or academic competitions or university classes open to high school students were a thing because those opportunities weren’t available where I was from. Turns out they are available elsewhere in my country.)
