Do UW Madison waive Toefl by SAT or ACT score?

I have US citizenship since I was born in Albany, but as I spent most of my life, including Freshman, on Korea, my first language is not English.
My SAT 1410 new one (680 is english part)
While ACT English is 26, Reading part is 33.
Also, I took AP Composition, and now I am in AP Lit. I passed AP test with score 3, I know it’s not good.

Did you take all four years of high school in the U.S.A? If you took all four years here then they won’t ask for the TOEFL.
My brother took two years abroad and two years here, and they asked him to take the TOEFL. But then he wrote them a letter explaining that his English was good and that the school abroad taught their classes in English, so they waived it for him.

Thank you for response, but unfortunately, I should have take Toefl before… My freshman was on South Korea, and the institution I was attending used Korean as a major language.
